You are bidding on a Khamak or Bugchu: a hand drum from India. The drum consists of a wooden, barrel-like shell, a top head with a string looped through it, a brass cone/drum attached to one end of the loop, a wooden plucker attached to the other end of the hoop. The bottom head has a large circular hold so that the string and cone stick out of the bottom. The heads are held on by rope tension and metal hoops adjust the tension. Use the brass cone to create varying tension on the head while plucking the strings. Quite unique!
