vintage toy mechanical dog lights up barks lights blink - $1,000 - (Richmond, VA)

I have no idea as to what this is, can't see a name anywhere, might be collectible or just a toy. I think it is rare as I cannot find another one like it. It walks, barks, head turns, ears moves and has multi color blinking lights in the head, pretty cool. Will gladly answer any questions. Crazy price as I have no idea as to what it is or worth. Make a offer, will change the price if anyone knows what it is.
