1898-1902 Spanish American War Veteran Medal "Past Department Commanders Jewel" - $180 - (Moreauville, LA)

Spanish American War Medal presented to past department commander, called jewels, the eagle is marked 1/10, the wreath is sterling silver. The rest of the medal I am not sure, I know these are extremely rare, the only higher ranking medal is the Commander-in-Chief SAWV Medal. If you have more info on this medal I would really appreciate it, thanks.
