Rusty wheel found in Utah Desert - $14 - (Cleveland, UT)

Pictures are the front and back of the wheel. Unsure what it was used for. Assuming it's an antique. As is. I sprayed it with gold glitter. Found in the Utah Desert. Wheel does not spin.
