Vintage Wood BABY high CHAIR stroller wheels Cane seat RARE needs restoration - $95 - (Sullivan, MO)

Here is an unusual vintage wood baby chair. I am not sure if it is a high chair or a stroller or both. I could not find anything like it listed. It has 4 metal wheels. Chair without the frame is about 14 x 13 x 22 1/2 inches. Chair itself is fairly sound with a good cane seat but there is no tray/table. The lift / outer frame portion is missing at least one upright dowel rod, has rear spindle broken, has other parts broken at mounting position, and may have other parts missing since I do not know exactly what it is suppose to look like.It weighs around 15 pounds.
