klein 1628-5 bh .16" to .55" pulling grip cable puller - $66 - (Enterprise, UT)

I am not sure about the position of the spring seen in pictures . I believe it is out of place and needs to be reset/ compressed into correct position . It still works for quick fence, rope stretching or quick adjustments when pulling with a cable .
