Antique Victorian Figural Silver Open Salt & Pepper - $190 - (St. Charles, MN)

I've been unable to read the hallmark. It doesn't seem to be wear as much as the stamp being on an angle. Height of open salt 2-1/4" There is a crack / molding discontinuity on the bottom surface of one of the pepper leaves. It does not appear to reach the upper surface of said leaf.
