Price is for a pair of 6x8" Rhino Ballistics Spall Blocker®'s. These are placed in front of your steel plates to reduce ricochet and spalling when a bullet impacts the steel plate. From the manufacturer: Ours are soft and flexible, less than 2mm thick and the pair weigh about 5 ounces. Made of Kevlar (10 times stronger than steel) and ballistic nylon. These are 5 layers, to stop spall and reduce ricochets. These need to be in a regular pocket to be in close contact with the plate to work well. Carriers using just a strap to hold your plate (such as some Condor vests) don't work as well. You can duct tape them to your plates to use in these strap type holders. Nothing will stop all ricochets, that is why steel is not used by military or police, but these stop the majority of the problem. (Point Blank and Second Chance add 1 layer to their steel plates and says it will stop spall). Here is a video of what happens without spallblockers.
