Any friction/weighted portion of the car is missing. Sold as shown in photos. Wear present to paint, etc. throughout. I believe it may be D.P. Clark but I could not locate this exact vehicle in my research. One of the front wheels is wobbly as the axle is slightly bent on the end. View photos for details.
