Vintage Brooch & Earring Set Flower/ Tulip Unusual Clips - $8 - (Port Allegany, PA)

I believe these are from the 1950's The earrings have unusual clips. Maybe Russian made?? The brooch is 1 1/2" long. Earrings are 1" long. Flower looks to be a tulip and is handpainted.
