B&M could stand for Baltimore, Maryland, as the item came from an individual who lived there for many years. The spring, hook, and top loop are steel. The back of the case is made of heavy cast steel. I hung a 10 lb weight and it registered at 10 lbs. The overall length is 8 1/4" (hook and hanger included in the measurement).
