Autograph letter signed as Secretary of War, 14 April 1794, to the Governor of North Carolina, introducing an engineer appointed to "direct the Fortifications to be erected...at Wilmington and Ocracock Inlet..." 1-1/2 pages, folio, War Department, (Philadelphia), April 14, 1794. Excellent condition, only light stain from paper tape repair on the second page, clean and clear handwriting. Also included is a nice engraved image of Henry Knox. Housed in a beautiful custom slipcase with gilt title on spine. "Sir, The President of the United States has appointed the bearer Nicholas Francis Martinon to direct the Fortifications to be erected in pursuance of law at Wilmington and Ocracock Inlet, in the State of North Carolina, and he is directed to furnish you with a copy of his instructions. You will please to appoint some suitable persons to mount the cannon belonging to the State, as the expense of the United States; and if it should be requested by Mr. Martinon, your Excellency will please to appoint some suitable person to superintend the actual execution of the works. Mr. Joshua Potts of Wilmington has been mentioned for that place. This person ought to have a general mechanical knowledge and an aptitude to receive the directions of the Engineer, and he ought also to be able to direct the labour of the persons to the greatest effect. The labour implements and materials of all sorts which will be obtained of the person appointed by the / the collector of Wilmington, who will pay the expenses to the amount contemplated by law. Dependence will be placed upon your Excellency to give the necessary countenance and facility to this important business, which the nature of the case may require.
