Vintage Kashmir Chinese Indian Burmese lacquer dish bowl? 1910/20 - $30 - (Nipomo, CA)

Antique/vintage lacqured Bamboo 5" bowl that is a Reddish Black with a green ring on bottom side.This was my neighbors, they were employed throughout Asis. The husband developed oil fields throughout India Burma Kasmir. The wife, Pearl,was an avid collector and she gifted this and now want it to go to a someone that will enjoy. I know they vacationed in Shanghai , Bombay . He was in Kashmir because that's where he said " they" tried to shoot him. This can be from one of these four countries. Please look at the picture with the writing on the top as it might be a clue as to where this was created. This is from a non smoking home. Photos show details. Questions and comments welcomed.
